HSE Manager

We are currently recruiting for a dedicated and enthusiastic HSE Manager to join our HSE team based at our Port of Nigg facility within the Highland area. This role is full-time and will be on a permanent basis.

Job Purpose & Objective

The role of HSE Manager is responsible for leading and supporting the North Fabrication business in all Health, Safety and Environment related services and provide the necessary functional leadership and technical support to ensure HSE elements within the Business Management System (BMS) framework are suitable, compliant and implemented effectively. The position must support in the overall delivery of North Fabrication’s strategic business objectives through the aligning of HSE deliverables.

Key Accountability

  • Lead team that provides Health, Safety, Environmental and Emergency Response support to operations across North Fabrication
  • Effectively manage the day-to-day administration of North Fabrication HSE personnel
  • Overseeing the accuracy, implementation, and application of all HSE policies and procedures across North Fabrication, ensuring that systems and processes are in full compliance with relevant statutory provisions
  • Ensure that HSE policies and procedures are enacted across North Fabrication and that HSE objectives and Key Performance Indicators are effectively disseminated and reported
  • Drive continual risk reduction measures to reduce risk to all directly employment and contract staff as far as is reasonably practicable; ensure effective management of specific HSE business risks
  • Responsible for the timely reporting and investigation of North Fabrication related undesired events
  • Analyse North Fabrication related undesired events to ensure accurate Root Causes have been established and effective actions have been taken to prevent event recurrence
  • Interface with regulatory and industry bodies as required
  • Participate in Incident Review Panels with significant potential
  • Provide timely reports and analysis of HSE performance across North Fabrication
  • Ensure that management outcomes and industry developments in HSE are analysed to direct and guide improvement action across North Fabrication
  • Provide HSE advice to North Fabrication management teams and all staff and promote line responsibility for HSE
  • Assurance of the appropriate interface and engagement with core contracting companies (sub-contractors) in the pursuit of HSE excellence
  • Custodian of North Fabrication HSE Plans and Bridging Documents, responsible for monitoring the effectiveness of project HSE documentation
  • Develop and assure delivery of the North Fabrication Risk Based - HSE Audit Plan for HSE processes and operational activities to ensure continuous improvement and statutory compliance
  • For any activity requiring a Safety Case, ensure that it is prepared and maintained in accordance with relevant standards and regulations
  • Act as the North Fabrication focal point and responsible technical specialist for health and safety topics
  • Prepare a plan of assurance activities (audits, spot checks and document reviews) for the critical processes for projects
  • Monitor work planning activities and evaluate compliance with requirements (project risk assessment and contingency plans, contractor’s work Programmes, etc.) Proactively intervene and report any issues identified
  • Maintain reports of issues identified and addressed (Improvement Reports)

Experience & Qualification

  • Extensive experience working within the HSE industry as well as previous experience in a managerial role.
  • Must have good working knowledge of Oil & Gas industry codes and standards.
  • NEBOSH/IOSH qualifications to an advanced level.
  • Significant experience of major hazard operations.
  • Ability to visit worksites at unexpected short notice where required.

  • Undertake agreed training in order to provide a framework of knowledge and skills required to perform effectively in the team/department/business unit in order to demonstrate and maintain required competency in role.
  • Participate in regular reviews with relevant managers, identifying and agreeing action plans where appropriate.

  • Comply with and support the Business Management System within own scope of responsibilities and within the Company as a whole.
  • Responsible for developing, modifying and adhering to procedures and / or processes to support the System and its applications within own area of responsibilities.
